What number can I dial from America to clarify double charges whit real people of te company?

I have had an account for 2 years where you have applied me double charges, 

I have been writing since 3 weeks to the contact on the web (support and marketing) and I have not received any response.

the number that you offer on the “contact us”  (+86 400-901-0688) page answers a recording indicating that it is out of service.

It would really help me to have a means of contact with personnel from the administrative area of the company

You can always cancel subscription in your PayPal, this issue could only be caused by double subscription in PayPal.
