Can you publish an app based on EasyAR (personal edition) in app platforms like Google Play?

I know that the EasyAR's use should be not-commercial in Personal edition. I would like to ask: is it eligible to publish the app in Google Play as a free app? Of course in the developed app a EasyAR use statement must be placed in a visible position.
Please refer to the related statements in "Terms of Use for the SDK (Personal Edition) Services" and/or "SDK User Service Agreement" for me to gain better understanding.

A free app does not make it non-commercial. It is not eligible to publish an app in any store using a personal license in most of the case. If you do have some special usages, please send us detailed information through email for confirmation.
