always returns invalid date

Question

Always getting invalid date in return, whether i try to add target, update or delete. What is the reason of this? How can i fix this

does the date vary according to location website is used from or not?

it's fine now, after i subtracted 5 hours from it. But i want to know it will be fine even if user uses it in other continent.
